Transfer/Clearance Regulations
Transfers
Any player registering for a club other than the club in which they last played will require a transfer from their former club under the following conditions:

- The player is returning from overseas play on an amateur clearance.
- The player is returning to the league after having played rugby league in another New Zealand Province and last played in the preceding twelve (12) months.
- The player last played for an Auckland club, Auckland Provincial team or National team within the previous twelve (12) months and has not played for any other football code in the interim.
- The player is joining a league club for the first time but played rugby league elsewhere in New Zealand or overseas and is required to transfer from their former club under the Rules and Regulations of the New Zealand Rugby League.
- No Transfer is required for players in non-competition grades (Mini/Mod Football)
- No transfer is required for any player in Junior Competition Grades (U/13 to U/16) unless they move from their club of registration during the season.
- Only one (1) approved transfer per player can be submitted to the same club in which the player has transferred to in any playing season.
- The Auckland Rugby League must approve all transfers.
- All transfers must be on forms issued by the Auckland Rugby League.
- No transfers will be accepted during the period commencing 1 June and ending 31 October each year.
- There are two (2) transfer periods, the first is for transfers submitted during the period 1 November to 14 February. This is known as the Off-Season transfer period. In this period:
- Any player wishing to transfer must submit a transfer application to the Auckland Rugby League. The League will forward the application to the players existing club of registration. The club from which the player is transferring will have 14 days from the date of the Leagues notification to either sign the application, refuse to approve the application advising reasons or if applicable, advise the requisite transfer fee. If no advice is received within the 14 days, the transfer will be automatically approved and the player free to register with their new club.
- Under no circumstances can a player be denied a transfer if the club to whom they are transfering pays the requested transfer fee and the player does not have any financial or contractual obligations to their former club or hold club property from the previous season. Obligations are defined as:
- Financial as Annual club subscriptions.
- Contractual as any signed contract between the player and their former club that has not been fulfilled.
- Club property as trophies or football playing gear.
- The club from whom the player is transferring may claim a transfer fee up to and including the following:
- National Representative in the preceding 2 years: Up to $10,000
- Auckland Representative, NZ XIII or Junior Kiwi in the preceding 2 years: Up to $ 3,500
- Auckland Premier Representative in preceding 2 years: Up to $ 3,000
- National Club Competition player: Up to $ 2,000
(must have played 3 or more games in the preceding season)
- Premiership grade player: Up to $ 750
(must have played 3 or more games in the preceding season)
- Premiership Premier 1st grade player: Up to $ 250
(must have played 3 or more games in the preceding season) All fees are inclusive of GST
When a club from who the player is transferring wishes to place an applicable fee or defined by law conditions on the transfer, they shall advise the league within 14 days from the date of the league notification. The league shall immediately serve notice to the club to whom the player seeks to transfer on the fee or any defined by law conditions applicable. The club must pay the fee or any defined by law conditions to the league or the club within 14 days of the date of notification at which time the player is then free to register with their new club. It not received within the 14 day period the transfer will have been deemed withdrawn until such times as the requested conditions are met or new conditions negotiated.
Auckland Rugby League has the right to grant interim transfer on any transfer.
No transfers/clearnaces will be processed after 12pm on the Friday prior to each weekends play.
- If any Senior or Junior grade player is transferred during this period and participates in 3 or more National club, Premiership or Premier 1st grade games within 12 months of the date of the players transfer, his former club may claim a fee as outlined above relevant to the defined grade in which the player played. This fee if claimed by way of invoice from the former club must be paid within 14 days of receipt. If the fee is not paid the player must stand down from all football until the claimed fee has been paid or a payment schedule negotiated between the new club and former club.
- In this period (Off-Season) no club shall be permitted to submit applications in excess of 3 players per grade.
The second transfer period is known as the On-Season transfer period and applies from 15 February to 31 May. In this period:
- A player wishing to transfer must submit a transfer application to the Auckland Rugby League. The league will forward the application to the players existing club of registration. The club from which the player is transferring will have 14 days from the date of the leagues notification to either sign the application, refuse to approve the application advising the reasons or advise under what conditions it will approve the transfer. The following are acceptable conditions only:
- Payment of any requested transfer fee to a maximum of the Transfer Fee Schedule applicable.
- Payment of any financial obligations in the preceding or current season.
- Signed contractual obligations to their former club in the preceding or current season.
- Return of club property defined as trophies or football playing gear.
When any of the defined conditions are placed on the application, the league shall serve notice to the club to whom the player wishes to transfer. The new club has 14 days to meet any such conditions from the date of notice and is then free to register with his new club. If the imposed conditions are not met within the 14 days of the Leagues notice, the transfer request will be deemed withdrawn until such time as conditions are met or new conditions negotiated. if the transfer is still not resolved after a further 14 days, the transfer application will lapse and a new transfer application will be required to be submitted.
In this period the league reserves the right to grant interim transfer approval on any transfer.
No transfer will be processed after 12pm on the Friday prior to that weekends fixture.
Any player refused a transfer from his former club has a right of appeal. Refer to the Appeals Section of General Information for appeal procedures.
Clearances
Any player registering for a club other than who they last played will require a clearance from the club they last played for to confirm they have no outstanding obligations under the following circumstances:
- The player last played for an Auckland club or Provincial team or NZRL National team or another sports code 12 months previously but not exceeding 24 months from the date of their last game.
- The player last played for an Auckland club but played overseas on an amateur clearance over 12 months but not exceeding 24 months from their last game.
- No clearances are required for players in Junior Grades.
- No clearances shall be accepted between 1 June and 31 October.
- No conditions can be placed on a clearance.
No player can be registered on an official registration sheet until all transfer/clearance requirements have been signed off by the players former club. If a registration form is submitted prior to transfer/clearance formalities being completed, the registration will be invalid and a player deemed out of order in any game they participate in until a new registration has been submitted.
